Unfortunately, that has not been our experience as a nation.<br /><br />“Over the years, the military was neglected and under-equipped to ensure the survival of certain regimes, while other regimes, based on advice from some foreign nations, deliberately reduced the size of the military and underfunded it.<br /><br />“Unfortunately, our past leaders accepted such recommendations without appreciating our peculiarities as a third world military, which does not have the technological advantage that could serve as force multipliers and compensate for reduced strength.<br /><br /><br /><a name="more"></a>“Accordingly, when faced with the crises in the North-East and other parts of the country, the military was overstretched and had to embark on emergency recruitments and trainings, which were not adequate to prepare troops for the kind of situation we found ourselves in.”<br /><br />He also said some previous leaders took deliberate decisions to weaken the military just for the survival of their regimes.<br /><br />Bedeh said that some of the regimes acceded to the demands of foreign countries to reduce the size of the military and deprived the nation’s defence forces of the requisite funding and size.<br /><br />He lamented that such leaders accepted the advice of such foreign countries without considering the nation’s peculiar characteristics as a third world country which lacked the advantages of modern technology to compensate for the costly reduction in size and strength.<br /><br />Bade said that the military was overstretched to such a point that it had to resort to emergency recruitments and trainings to fight the insurgents, which he said was inadequate in the face of the level of security challenge facing the country at the time.<br /><br />The former defence chief said that it was high time the Federal Government embarked on a comprehensive review of the nation’s military structure with respect to its size, capacity and the equipment that should be at its disposal to carry out its responsibility of defending the country.

You can see that some kidnappers were paraded recently. Information from them revealed that they have been using some of your members.<br /><br />“I was once a driver like you. I used the money I got from driving to sponsor myself for HND at Ibadan Polytechnic, but I did not get desperate. All I’m saying is that being a driver you can make it in life. You will become what you want to become in life with hard work. Don’t join evil gang for you to get rich overnight, try and rise through the ladder like we did.”<br /><br />He cautioned drivers against reckless driving, reminding them of the ‘don’t drink and drive’ rule.<br /><br />“Though I am part of you, if you breach the law, I won’t save or spare you. You will be arrested and prosecuted by the security agents,” he said.<br /><br />The governor, who recalled that he united the two unions — RTEAN and National Union of Road and Transport Workers — during his first term, said the occasion was a sign that good things were coming to Ekiti.<br /><br />“We should emulate this kind of occasion. This is very good. We will always identify with this kind of achievements. You are doing a good job for this country. I don’t want to be the enemies of drivers, I want to be your friend.”<br /><br />He also thanked the unions for standing by him during the failed impeachment plot against him by the former 19 All Progressives Congress lawmakers.<br /><br />Fayose, who had earlier spoken at the 2015 Annual Conference of the Institute of Strategic Management, appealed to leaders to focus attention on how to banish poverty that is killing the potential of many Nigerians.<br /><br />Speaking on the theme, ‘Strategies for Poverty Alleviation’, Fayose said his desperate bid to banish poverty in the land had propelled him to pioneer the stomach infrastructure concept that had become a brand in the country.<br /><br />“In tackling poverty, the first thing to do is to empower the people. But before empowerment, you must make them look healthy through provision of food. Let them get access to you as a leader, this will give them a sense of belonging and relief.<br /><br />“Some of the projects being executed by MDGs centred on poverty alleviation. Poverty has become a serious issue in Nigeria. That was why my government made the payment of salaries the first thing, because this will keep the people and the economy going.<br /><br />“I receive close to 200 to 300 calls and messages daily on stomach infrastructure thing. <div style="text-align: center;"><img alt="Former President Goodluck Jonathan" src="http://punch.cdn.ng/wp-content/uploads/2015/05/Goodluck-Jonathan-360x225.jpg" /></div>THE Senate on Thursday commenced the probe of alleged abuse of the waiver regime under former President Goodluck Jonathan.<br /><br />The upper federal legislative chamber has set up a committee to investigate alleged abuse of import waivers by the Jonathan administration. The ad hoc committee, headed by Senator Adamu Aliero, will probe import waivers from 2011 to 2014.<br /><br />The President Muhammadu Buhari government had a few weeks ago said it would probe the Jonathan administration.<br /><br /><br /><a name="more"></a>Currently, a committee set up by the National Economic Council is also investigating the management of the accounts of the Nigerian National Petroleum Corporation and the Excess Crude Account by the last administration.<br /><br />The Aliero-led Senate committee was set up following senators’ debate of a motion sponsored by Senator Rafiu Ibrahim ( Kwara South).<br /><br />The Senate also passed a resolution, asking the Federal Government to henceforth stop all waivers on rice importation as well as other agricultural products.<br /><br />The upper chamber mandated the Governor of the Central Bank of Nigeria, Godwin Emefiele, and the Comptroller-General of Customs, Abdullahi Dikko, to ensure that all import duties due to government were recovered immediately into the nation’s treasury.<br /><br />Ruling on Ibrahim’s motion, the Senate President, Bukola Saraki, said the Aliero committee would look at the waiver policy regime and simultaneously carry out a holistic review with a view to determining government revenues losses.<br /><br />“The ad hoc committee has been given the task to investigate details of the waivers illegally granted in the past and come up with arrangements to recover all monies paid into wrong hands as a result of the policy,” Saraki said.<br /><br />The committee was also mandated to look into all issues relating to waivers, concessions and grants with a view to determining full government revenues in relation to this policy.<br /><br />Ibrahim, while leading the debate on his motion, said the flagrant abuse of the waiver scheme had severely eroded Federal Government’s rice production policy by allowing importation of huge quantities of the commodity in excess of their approved quota.<br /><br />According to him, a recent Senate interaction with the CBN management revealed how importers overshot its quota.<br /><br />He said the importers consequently owed the Federal Government import duties running into billions of naira.<br /><br />He further argued that instead of importers paying as huge as 70 per cent duties and levies to the Federal Government, they were granted waivers, thereby denying Nigerians legitimate revenues.<br /><br />He said, “ The importers ordinarily should be paying in addition to the duty on the commodity, a fine of 70 per cent of duties and levies to the Federal Government, the government has failed to implement this directive and denied our people legitimate revenues into the Federal Government coffers.<br /><br />“The Senate also observed that some of the defaulting companies had, notwithstanding their defaults, been awarded fresh waivers to import more within the last few days of the previous administration.<br /><br />“The Customs Service, which ought to be enforcing compliance with duty and other revenues at the borders, has failed to carry out its mandate and enforce compliance from the defaulters.”<br /><br />Also Senator Ibrahim Gobir (Sokoto North) said findings on waivers had shown that N585bn worth of waivers were granted by the Federal Government between 2011 and 2014.<br /><br />Gobir said that if the amount had been shared among the 36 states of the federation, each of the three senatorial districts in a state would have N5.3bn, which, he noted, was enough to provide 5,000 jobs in various states.<br /><br />He therefore called for a total end to waivers on agricultural products.<br /><br />Senator Eyinnaya Abaribe (Abia South ) advocated the removal of waivers, stressing that waivers on rice, cement, palm oil, among others, should be discouraged to encourage growth of small and medium agro-allied industries in the country.<br /><br />The PUNCH had exclusively reported in July last year that the Federal Government lost N25.8bn to waivers and exemptions between January 2014 and May 2014.<br /><br />The waivers and exemptions, jointly approved by ex-President Jonathan and the Minister of Finance, Dr. Ngozi Okonjo-Iweala, were granted to companies operating in the agriculture, health, oil and gas, mines and steel and power sectors.<br /><br />But Okonjo-Iweala, while defending the Federal Government’s policy on waivers, had maintained that they were incentives used to support the private sector as a result of some of the regulatory challenges faced in the domestic business environment.<br /><br />PUNCH
